"Recasting" the Directive
Ineffective, incomplete and uneven implementation has led the Commission to undertake a revision of the IPPC Directive through a legal technique known as “recasting”.
In December 2007, the Commission published their proposal for a Directive on Industrial Emissions: a recast that collects the Directives on Integrated Pollution Prevention and Control (IPPC), Large Combustion Plants, Solvents, Waste Incineration and Titanium Dioxide together under one umbrella.
Additional pressure to recast the IPPC Directive comes from the Better Regulation agenda and as such the proposal seeks to streamline, simplify and reduce burdens on business.
